INTRODUCTION
Mr. Pham Manh Dzung, former Head of the Department of Legal Affairs at the Ministry of Planning and Investment, is an expert in foreign investment, international trade, litigation and arbitration. Before joining IBPRO Vietnam from the beginning of 2020, he was at Rajah & Tann LCT Lawyers as a Partner from 2013 involving in advisory for the development of several Vietnam’s largest real estate and infrastructure projects.
Mr. Dzung holds a bachelor’s degree in law from Taskent University. Prior to joining IBPRO Vietnam and Rajah & Tann LCT Lawyers, he served the Ministry of Justice for around 10 years and subsequently the Ministry of Planning and Investment for over 20 years. As Head of the Department of Legal Affairs at the Ministry of Planning and Investment, Dzung provided practical guidance and key solutions to various complex legal issues relating to investment and commerce activities in Vietnam.
He was previously responsible for the drafting of several important laws including the Law on Foreign investment 1996, Amendments of 2000 and 2002, the Law on Investment, and the Law on Enterprise (2005), the Law on Land (1993, 2003), and Law on Construction (2003). Dzung partook in the Government Negotiation Delegations for the Vietnam-U.S Bilateral Trade Agreement (BTA) and Vietnam’s entry to the WTO as well as chairing negotiations of the Agreement on Investment Protection and Promotion between Vietnam and United States of America, Japan, China, Russia and over 50 other countries.
Mr. Dzung also taught at Hanoi Law University and Vietnam National University, lecturing on the laws of investment and commerce. He is a reputed arbitrator at the Vietnam International Arbitration Centre (VIAC).
